Well if we think dat Yondaime is the leader of Akatsuki den he is still alive.... and probably trying to get the kyuubis powers in order to get strong and rule over a unifided country which he will take over after he gets the power of the tailed monsters.

Dude if Yondime wanted the kyubi, he would have taken it when he did the seal.

Also Yondime is a hero of the Konoha villege, he wouldn't do that. Also he is long back dead & gone.

Well wat evidence do u have dat he is dead??? And if he was killed by the God Seal Techinque den the Kyuubi shud also be dead but it isn't, is it??? It is still in Naruto's body and giving him strength and power. Thus meaning dat maybe somewer Yondaime is still alive. And coming to think of it... Yondaime is strong like Itachi... so he probably thinks like Itachi and wants to get the power like anything just like Itachi wants to measure himself to the fullest. So I think Yondaime is most probably the leader of Akatsuki and telling dem to get the power of tailed monsters so dey all can get strong and form der own conutry. Well... Dats all for me...

To answer the question I would say dat the strongest one uptill now we know is Itachi. But the true strongest one has to be the organization leader cuz he is the one who has the will power to gather such ppl who r really dangerous and strong. Dats all for me...
