Hmm wow I can't think of that many, I guess I don't watch enough anime.

I don't watch Bleach, but from pics I'd say Rangiku should be number one. Tsunade probably yeah, although I don't like how the lazy animators draw her, just makes her seem borderline obese. She could be much hotter with better animation (and in the eps with better animators, she is).

Maybe Asuka/Rei from Evangelion? I'd throw in Faye from Cowboy Bebop too, although I haven't seen much of either of those shows.

That was actually hard. Unless the animation is top-quality, most just look too cartoonish to me.
