Just go to Layer-> Flatten Image
then go to Blending Options-> Stroke-> [adjust to your liking, and click on the drop-down toolbar, inside/center, depends which looks nicer.

ahh i flatened the image but it wont let me do the blending option.
i had to duplicate it first, but when i do, i flattened the image again, but nothing happened.
help me?

LOL.
You flatten the image, in the layer box, it goes to background.
you have to double click it into a layer again.
This is for sig-makers that have a WHOLE LOAD of layers. Flattening the image for them is easier.
The alternate way, is Merge all the layers. Shift+Ctrl+E, if i'm not mistaken.
