Besides photoshop your best bet is Gimp, or Paint Shop Pro, idk, idk. Photoshop is the best though.

Paint Shop Pro is pretty good.
I've always used it and still do.
Does about the same as Photoshop, just not as easy sometimes.

I use "microsoft phot picture it" for all my signs
the news additon is "microsoft image suit" I think
its a simple nice program....I like it !!!

well i dont use it to make signs but it has some similar functions to Photoshop is
PaintDotNet this free software allows you to create layers and some effects on your images but if you want a professional soft besides Photoshop they are PaintShop Pro, Gimp, Corel Draw...

http://www.gimp.org/Gimp is open source and free and will do most things you want.
CorelDRAW Graphics Suite X4 is also another option, as pricey as photoshop but there is a 15 day trial for you to try it out

u can alsot try adobe illustrator, it is great for anime and cartoon edting.. and its main asset is its better to make a vector of a picture out of a illustrator, i show you some later on (if you want some)
