Alucard from hellsing. I don't really know if he is the most arrogant, but he should act the most considering he is basically immortal and has some freaky powerful moves.

i would definately have to say its a tie between Ren from SK and Vegeta.... i mean its kinda like these guys go out of there way to be so arrogant... its the dominating attribute of there personalities.... as far as Shishio goes he was arrogant... but it wasnt the dominating attribute of his personality... his arrogance just coincided with his whole swag... for that reason i dont think he can even be mentioned among the most arrogant.
