My significant other just finished watching Eureka 7, and recommended that I search for other anime with a similar romance:action ratio. So what better place to ask than here? I haven't seen it, personally, so sorry if that makes this a little difficult if you haven't seen it either >_o My guess would be something like Evangelion, but a little less action, and more romance between Shinji and whoever else, so that's another example.
